Introduction

Welcome to the Further Education and Training Certificate in Real Estate – this is an NQF registered qualification (SAQA Reg. No 59097) Level 4. This Qualification is for any individual who is, or wishes to be involved in the property and real estate industry, and it serves to support and advance the functioning of individuals in this industry.

Why are we here?

With effect 15 July 2008, as per Regulations 633 of the Estate Agency Act of 1976, all estate agents must complete an NQF qualification to be able to write their Estate Agents Board Examination in order to work as an Estate Agent in South Africa.

Learner Note:

The attainment of the Qualification represents the prerequisite for admission to the professional examination for estate agents,to be conducted by the Property Practitioners Regulatory Authority, the successful completion of which will entitle the candidate to be registered as a non-principal estate agent by the Property Practitioners Regulatory Authority.

 What is the NQF?

 The South African Qualifications Authority Act (1995) created a new framework for education and training in South Africa by:

  • Creating a single, unified system of classifying qualifications (the National Qualifications Framework or NQF)
  • Creating the institutions and infrastructure to ensure that these qualifications are of a high

The NQF is a framework on which qualifications, courses, and learning programmes are registered. Achievements obtained by learners are recorded and recognized nationally. It is therefore an integrated approach towards education and training.

The objectives of the NQF are as follows:

  •  Create an integrated national framework of learning achievements;
  • Facilitate access to, and mobility and progression within education, training and career paths;
  • Enhance the quality of education and training;
  • Accelerate the redress of past unfair discrimination in education, training and employment opportunities, and thereby
  • Contribute to the full personal development of each learner and the social and economic development of the nation at large.

The National Qualifications Framework is broadly structured into three bands, and 10 levels of education and training:

What is in a Qualification?

According to SAQA, a qualification registered on the NQF is defined as “a planned combination of learning outcomes which has a defined purpose and which is intended to provide qualifying learners with applied competence and a basis for further learning…”.

A qualification is therefore a structured combination of standards consisting out of fundamental, core and elective components, and has a specified amount of credits that must be achieved by the learner in a period of time:

  • Fundamental – literacy, numeracy and communication standards
  • Core – vocational standard generic to the whole occupation
  • Elective – standards that allow a learner to specialize in certain areas

Learner Note:

This qualification is registered at NQF Level 4 in the Further Education and Training Band, and amounts to

150 credits in total. In this Qualification the credits are allocated as follows:

  • Fundamental: 56
  • Core: 73
  • Electives: 21

A unit standard describes the learning outcomes to be achieved by the learner, as well as the assessment criteria against which the student’s performance will be judged. These unit standards are the minimum levels of competency as agreed by an entire industry.

A learning outcome is what a student will know and be able to do when they have completed their qualification and have been judged competent. These outcomes will be recognized through national standards and qualifications.

Purpose of the Qualification

This Qualification is for any individual who is, or wishes to be involved in the property and real estate industry. A learner will be able to complete the Qualification with a specialization in Real Estate or Valuation.

Who should be on this qualification?

 It is assumed that the person who is registered for this qualification has the following:

  • Communication and Mathematical Literacy at the level of NQF Level 3 or
  • It is preferable for the learner to be in possession of a Senior
  • Person is already in Real Estate, or wish to seek a career in this

The Property and Real Estate Industry is a well-established industry and thus has many learners that would benefit from qualifications aligned to career paths.The scope of Real Estate is changing and evolving all the time, with opportunities for learners in this arena to get involved in a wide variety of Real Estate opportunities such as real estate sales, brokerage and leasing, property management, institutional real estate investment, real estate consulting, real estate development.

Programme Structure

Based on the qualification description and requirements, the Real Estate Qualification is divided into 3 Learning Units with modular sub-divisions, based on the exit level outcomes and related assessment criteria

Requirements

  • Learner Entry Requirements
  • It is required from the candidate who wants to register for this qualification to have acquired the following:
  • 1. Communication and Mathematical Literacy at the level of NQF Level 3 or equivalent.
  • 2. The learner is to be in possession of a Senior Certificate.
  • INFORMATION ON FOREIGN NATIONALS FOR LICENCING AND REGISTRATION AS A PROPERTY PRACTITIONER
  • 1. S50(1) Requires property practitioners to be South African citizens and lawfully resident in SA. This excludes foreign nationals who were previously registered under die EAA Act 112/1976. We are required by law to comply with the Act.
  • 2. Property Practitioners who wish to register and operate within SA must either be SA citizens and lawfully resident in SA or they may apply for exemption from this provision, if they have good grounds to do so. This may be done simultaneously when practitioners apply for registration with the required application form.
  • 3. Applicants will be required to submit a completed application for E1 and attach any documents to proof the good grounds they allege. Applicants will be required to state the section they require exemption from which will be Section 50(a)(1) in this instance. Full details will be required.
  • 4. Please note that only foreign nationals who are legally in South Africa and have a permit to work and permanent residence, may be granted exemption, unless special circumstances apply which do not conflict with the consideration requirements in the Act and the regulations. It is entirely within the discretion of the Authority, after consideration of all facts, and the considerations contained in the Act and regulations, as to whether an exemption is granted.
